Mikhail Gorshenev was born in Stavropol, Russia in 1931. He studied law at Moscow State University and joined the Communist Party in 1952. He rose through the ranks of the party and was appointed General Secretary in 1985.
Gorshenev was a reformer who sought to open up the Soviet Union to the outside world. He introduced the policy of glasnost, which allowed for greater freedom of speech and expression. He also sought to improve relations with the United States and other Western countries.
